Fellow Oregonians:
There are only three things that Humanity needs: Fair trade, Healthcare, and Honest Voting. Some will argue that there are many more, however, these three will always wind up being on the top of the any kind of chart or list as being a foundational requirements to supporting the wellbeing of Americas, if not everybody in the entire world.
Just before Governor Kitzhaber resigned, he was about to implement the Oregon Healthcare system. What prevented Oregon Healthcare, at that time, from being implemented? In my opinion, it was not because of the obvious corruption that was going on, it was because it was dangerously close, at least for the Democrat Party, to needing a way to register the People of Oregon for the Healthcare system that would ALSO be a perfect way to register People to vote. A registration that would require truth about who you were, truth about citizenship, truth about ethnic background, truth about insurance, and truth about where you live. Truths that are not only important to preventing the loss of Human life, but also would be important to stopping corruption.
The solution to the problem of “truth”, again for the Democrat Party, was “Motor Voter” registration. Loss of Human Life would not be as noticeable as it would be in the Healthcare system. And, perhaps most importantly, money being spent on people that didn’t exist, didn’t have a real address, people that had passed away, or didn’t have citizenship would not be under the same scrutiny of near as many onlookers in the DMV.
In addition, at or about 2014, there was somewhat of a movement to have medical records far more accessible for Healthcare providers across the Nation. All we wound up with was various forms secrecy, bureaucratic red tape, and ever increasing costs.
We-The-People need honest voting to force the government to listen to the People and a healthcare system that puts truth first. Why not tie these two fundamental issues together is a way that protects the People from corruption, prevents healthcare mistakes that keep people from dying, and brings back the confidence that your vote actually counts towards what you believe the government should be doing for the People. And as a side note, getting corruption out of healthcare and voting system will dramatically improve Fair Trade.
The following is something that a genuine Representative of the People, instead of a representative of their Party, would push for. This outline can be used to show intent of what Healthcare / Voter registration law could be and how to accomplish the goal.
What we need:
We need a decentralized way of keeping records that is based on where your residence is located. There are currently 3144 counties in this Nation that are responsible for keeping track of voters and what they are to vote for or against. After all, who and what you are voting for or against is entirely based on location that your County is responsible for keeping track of.
Side note: “Rank Choice Voting” was a desperate attempt to centralize vote counting to Salem Oregon. Rank Choice was riddled with any number of ways to get the results that the SOS wanted instead of what the People wanted. But most importantly, the number of people involved in making sure of accurate counting would be reduced to a small group behind closed doors. Corruption Personified.
Further: We need a number system that provides inherent ability for security, secrecy, privacy, and reliably for each person on earth to have one-person-one-vote and to keep medical records between you and your doctors safe from prying eyes.
We need a number system that can be used for identification as well as be used for security. That system would use simple prime numbers expressed in hexadecimal (Hex) numbers that have 14 digits. (Hexadecimal is a base 16 counting system that uses 0 through 9 and A through F.) There are trillions of prime numbers that have 14 hex digits. And since we know that there have only been about 100 Billion people that have ever lived, each person on the face of the Earth could be given a unique number that would be theirs in perpetuity. The advantages of the use of primes and Hexadecimal numbers will be explained later.
Further: We need a system that uses existing communication systems that are fast, can handle large amounts of data, and can be set up with graphics for visual verification of identification.
What is faster than the Lottery System? The Lottery system can energize or activate a lottery ticket within seconds. What better way to tag a ticket as being authorized than a ballot with a lottery ticket attached. Instead of handing over cash for a lottery ticket, you would hand over your ID to the Poll worker to energize the ballot you are about to fill out. Or if you received a ballot by mail and are bringing that ballot into your polling station to vote, the ticket would be tagged as paid after the ballot was placed into the ballot box. The voter would tear the ticket from the ballot as your receipt for voting and would tag your prime number as being paid AND to have voted. The lottery system would be used to establish the connection between the Polls and the polling stations.
Side note: The Lottery Ticket could be worth a few dollars as an incentive to vote. My guess is that the ticket could be worth as much as $10 and Oregon would still save money with honest voting when We-The-People get responsible Representatives that cut the size of government. Keep in mind that at one time not too long ago the Oregon Health Plan would cost close to $7000 for every man-woman-child in Oregon. How much is your vote worth to prevent the increase in the size of government necessary to handle that kind of effort.
Further: We need a system that can store large amounts of data at each county for access to both the Healthcare system and the Voting registration system.
This is where the Hexadecimal numbering comes into play. The Banking system, almost around the entire world speaks with Hex numbers. And with your data stored at the County Seat instead of a national data base, access to that data within the Healthcare system would be easy and fast.
Your Healthcare ID card would allow the Doctors, hospitals, clinics, or any number of healthcare providers access to your information in an emergency. And because this system would not cost anybody to use, a good deal of costs that go along with all things healthcare would go down.
Side note: Speaking of cost. Since everybody needs healthcare, fair trade, and honest voting, the cost of setting up an maintaining this system should not be covered by specific taxation. This is instead one of the responsibilities that should be part of government duties. The government has a responsibility to make sure the voter rolls are accurate at no cost to any voter. Let the Healthcare industry take advantage of this responsibility. The only real extra cost that may be seen is the size of the memory chips in the server computer.
Further: We need a system of numbers that are already part of what is needed for security encryptions and lends itself to preventing man-in-the-middle security hacks.
This is where the Prime numbers come in. RSA encryption is a popular asymmetric encryption algorithm named after its creators, Rivest, Shamir, and Adleman. This system uses prime numbers as factors in the encryption of the data flow.
There are probably hundreds of different encryption schemes. Some involve elliptic curves that depend on the “Riemann Zeta Function” being true. Some on the function depend on that function being false. In any case, we do not need an encryption scheme that would be “Military Grade”, only something that would prevent what is called a “Man in the middle” attacks that could change data to and from the Doctors or where the data is stored. I am sure that there are encryption schemes in the banking industry that may work better than RSA. After all, the banking industry is protecting money from digital theft.
Side note: It is very important to note that the government does not need to recreate something that already exist. Remember when the Oracle debacle happened a few years back. In my opinion, that was caused by two actions. First, a complete lack of a specification about what Oracle was to create. Second, Oregon asked Oracle to create something that they already could take advantage of but couldn’t because of the total lack of competence on the part of the Oregon government. (In my second opinion, the government people in charge of setting up the system were probably telling Oracle to set up something that could be easily corrupted) The $1 Billion settlement that resulted was an acceptable loss to maintain the corruption.
Further: We need a system that automatically changes your address when you go to vote.
If anybody moves to a new location and wants to vote, all they would need to do is go to the polling station with their ID that can be entered into the system to verify that the address is valid. That voter’s data would be transferred to the new County of residence and a ballot would be printed at the Polling Station.
A VALID address list already exist within the Postal system. Accessing that list is already something being done today when setting up credit cards or purchasing something that needs a loan. Credit cards and loans are a function within the banking system.
Once you voted or used Healthcare that needed a change of address, your data would automatically follow you to the new County.
Side Note: Your data transfer for voting may happen within a few seconds. However, moving your medical records may take a reasonable amount of time.
Further. We need built into the system a way for Counties to easily be in control of what is being voted on within each County and make the ballots based on address. The system must also allow for change of address at the polling stations.
A voter that may have moved from Colorado to Oregon. With his ID number in hand at the polling station, the poll worker could access the data base. The system would locate where the voter was located and transfer his or her information from the County they use to live in to the new County they now live in. AND, if you voted in the same election in the County you were from, you could not vote for anything in the new County.
Side note: This is very much like how Bit Coin is handled. Bit Coin exchanges are done with what is called “Block Chain” communications. This is also a decentralized form of information transfer that the government had a problem with because the government couldn’t control or manipulated what was going on. One more layer of protection form government interference. AND, a layer of defense against the corruption that results from dishonest voting.
Further. We need a system that will bring back a belief in government. A belief that your vote will actually count and will be actually counted. And a belief that your records will be secure between your Doctors and yourself. The following must be part of this plan:
- A complete end to mail-in balloting.
- Mail-out ballots is barely acceptable. A substantial number of people say they liked the ability to fill out their ballots at home where they have the time to think and do not feel rushed to fill out the ballot at the Polling station.
- One day only for voting.
- The number of “What About this?” is incredible. What about needing help? What about our trip to Disney Land? What about my Bursitis keeping me from tuning the steering wheel in my car? Ad Infinitum!
- If for any reason you can’t be at the Polling Station on Voting day, then go to the County Seat and vote up to one week in advance.
- Bring your ID.
- You can be looked up without an ID by giving you address. Some Healthcare providers may not even allow for that.
- Your picture will come up on the screen and it had better match.
- The same thing will happen at the Doctor’s office, however, your insurance info or any other pertinent information will show up.
Side Note: A person is far more likely to keep track of and take care of the healthcare information. There are a precious few people that vote less often the seeing a Doctor.
- The Poll Worker will verify your lottery ticket attached to the ballot. You then remove the ticket from the ballot and place the ballot into the ballot box.
- Sign the log book of voters. There probably will not be a voter log book with everybody that lives in the precinct. That book could be huge. Your signature could be part of the section torn away with the lottery ticket and kept by the poll worker or your digital signature on the signature pad now used by everybody at your doctor’s office. Your signature will also be shown on the screen.
- Counting will be done at the precinct.
- Counting may start BEHIND CLOSED DOORS no earlier than 5:00 pm on Voting day.
- Adjudication of any ballot will be done at the Precinct.
- Any digital copies of ballots will be done at the precinct, not at the County.
- Tallies certified at the precinct.
- Any challenge to the tally must be done at the precinct.
- Ballots sealed into their waterproof containers.
- The Precinct shall phone in the results and provide a written tally as part of the chain of custody.
- The local Police will be the one and ONLY people allowed to move the ballots from the precinct to the county Seat.
- The County shall store the ballots for a minimum of two years.
Each County will supply;
- An area for the Server Unit to reside and be secure. Each server unit would be hooked up the uninterruptable power similar to the power supplied to water pumping stations to make sure there is water to fight fires no matter what.
- The Lottery scanners to activate the ballot for use. For the States that already have a Lottery, this will be easy. The lottery scanner is also used to scan the ID card of the voter.
- A computer with the scanner that will bring in from the County Seat a copy of the voters picture that is to match the picture on the ID card. Or at the very least, should the Voter not have his ID to streamline the process, a poll worker can enter the old or current address to have the same picture show up on the computer. The ID is actually at the County Seat and is brought up at the Poll.
- A set of printers to print a ballot or a replacement ballot should it be damaged in some way.
- Blank Ballots would be manufactured by the same people that manufacture the Lottery tickets. There would be some form a security printing and bar codes added to prevent photocopies from being made.
- For the States that allow for mail-out ballots, the County would print and mail each ballot to each voter on record.
- A secure ballot box.
- A secure area for counting ballots at each precinct.
- A secure and water proof box or lockable container to transport the counted ballots to the County seat for storage and recount if required.
Side Note: Some printers will only have water soluble ink. It the ballots got wet for some unknown or nefarious reason, they would be destroyed.
- The chain of custody documents and official tally of the counted votes in the precincts.
- Have the ability to update and print new photo IDs at the County Seat.
Each State will supply:
- The server units to the Counties.
- Publish election results via the SOS.
- Standards for the waterproof boxes or containers used to transport the ballots from the Polls to the County Seats.
- Voter ID Stations at all DMV location that can generate a photo ID and issue the Voters Prime Number.
Behind the scenes:
- All photos shall use facial recognition to make sure that one person does not have more than one ID.
- Two or more assigned registration numbers shall be Probable Cause for investigation.
- Identical pictures shall be Probable Cause for investigation.
- There is absolutely no question that some people will look alike.
- Fraud within the Healthcare system costs everybody.
- This system is NOT intended to keep track of Social Security.
- The only interface to Social Security would be in the form of Death certificates. Keeping tabs on cause of death, filing certificates, and what happens after that are a functional part of the Healthcare side of this system.
Side note: A good deal of fraud in the voter rolls was found by Election Integrity teams across America in that many dead voters were voting. The healthcare industry must file death certificates that would have notified the Counties to take these deceased voters off of the voter rolls.
- Cheaters within he Social Security system would be easily flagged. The prime number given to you will never be used again. The Social security System could look up a deceased voter’s prime number and clearly see their death certificate.
- The only interface to Social Security would be in the form of Death certificates. Keeping tabs on cause of death, filing certificates, and what happens after that are a functional part of the Healthcare side of this system.
- This system is NOT intended for credit scores or any other banking.
- The banking system will be used to handle data to and from the County Seats to either the Precincts of your Doctor’s office.
- I am not touting Oracle for this task. There may be other financial software groups available for this. However, an up-front Specification must be done first, not as an on-going effort. Keep in mind the Oregon-Oracle debacle couldn’t even put together a standard set of information on how the screen on the computer was to look like.
- A clear and concise table of security access must be in place as part of the Specification.
Cost Estimate:
My estimate on the cost to put this system in place would be about $12 to $15 Billion. Of course, each State will complain about having to purchase anything on behalf of or for the Federal government.
Personal Side Note: We-The-People have a huge problem with truth in healthcare and Honest votingthat must be addressed. The sooner this effort starts the better. We are all seeing how the corrupt are using he Courts to slow, if not to stop any kind of progress that will take money out of their hands.
